The PIPP program is available to customers who are serviced by a regulated utility (American Electric Power and Columbia Gas). To qualify for enrollment a customer must be at or below 150% of the federal poverty guidelines. Payments are based on gross monthly income. Total electric households pay a monthly percentage of 10%. A household that heats with both gas and electric or bulk fuel pays 6% per utility. This program is available year-round.

We are a private organization, founded in 1965, administering many federal, state and locally funded programs. These programs target areas such as housing, utility assistance, education, health, nutrition, youth employment programs, and transportation. It is our goal to alleviate the conditions of poverty in our county.
