PIPP program
The PIPP program is available to customers who are serviced by a regulated utility, including American Electric Power and Columbia Gas.
To qualify for enrollment, a customer must be at or below 175% of the federal poverty guidelines. Payments are based on gross monthly income.
Total electric households pay a monthly percentage of 10%. A household that heats with both gas and electric, or bulk fuel, pays 5% per utility.
This program is available year-round.

Copies of most recent Energy bill
A list of all household members and proof of gross income for the lat 30 days.
Proof of U.S. citizenship or legal residency for all household members; (Social Security cards and Birth Certificates)
Proof of disability, if applicable
Current electric and gas bills
Proof of SNAP, Tanf, HUD, Utility Check, Child Support
Rental Agreement/Landlord Info include name, address, and telephone number
Tax transcript if you have been unemployed for more than 12 months
